If a bullet is only seated in the case neck a very small amount, would it decrease velocity?

Im trying to seat my bullet right out near the lands, and the bullet isn't seated very deep in the case neck now, does this matter, will it cause a loss of velocity?

I would not expect to see a significant velocity loss from seating the bullet in that manner. I would have two concerns. First, will the case have sufficient grip on the bullet to keep it from being moved and become misaligned in the shell? Secondly, if the jump from the case to the lands is too small, the pressure in the cartridge can become significantly elevated. Some shooters feel that they get increased accuracy from having the bullet slightly touch the lands when the cartridge is chambered but they take into account the increased breach pressure when loading the cartridge.
