Please recommend an Outdoor Electronic Dog Bark Controller?

My neighbor's dog barks in the early morning and late night hours. I have tried every thing (respectful & cordial like) with my neighbor but they could care less, as they have said that the barking does not bother them. I have to escalate the issue. I do not want to call the cops everytime the dog barks but I may have to, if this outdoor electronic dog bark controller does not work.
I am not talking about the collar device. I am interested in the device that you hang from a tree or etc.

Keep calling the authorities. Bark controllers don't work-plus you would have to place a collar on someone elses dog to even give it a try.
