Cant turn the wheel on my kodak to turn camera on?

I have a kodak camera and it has a wheel that turns to turn on the camera. I am not sure what happened but the wheel is so hard to turn I have to have someone else who is stronger to turn it on. Any idea of what happened and if this is something I should be able to fix on my own?
