should the lens number be higher or lower?

I can't remember the way the lens numbers work and I'm looking into buying a new camera soon (before the holidays) the camera I have now is a Kodak Easyshare z760 with 3x optical zoom (Schneider-Kreuznach, Variogon 39mm - 117 mm), I would love to buy another kodak I have never had problems with this camera (or any Kodak for that matter) but I guess its been dropped one to many times, its been alot in the past 3 yrs. (I have 4 kids and a clumsy hubby) the camera I'm looking for has to have a rechargable bat., have scene selections, close up and far away, flash options,video (of course) and hopefully be under $150 (or close to it) ( higher than 6 mega pixels but anything more than 8 and I know I can't afford it) and purple or pink would make me sing with joy lol. so if you know the perfect camera for me please let me know since I highly doubt any time soon I'll be able to afford the camera and equipment I REALLY want. thanks for all your help! To answer your basic question you want the camera to have a higher Optical number than digital. The smaller the number on the lens like you have stated above would mean it has a 39mm wide angle to a 117mm zoom lens.
